Old Lyme Board of Selectmen
Special Meeting April 12, 2004 8:00 A.M.

1.  Special Town Meeting – April 19, 2004 – 7:30 P.M. Middle School Auditorium The purpose of this Board of Selectmen’s meeting is to set the agenda for a Special Town Meeting on April 19, 2004 at 7:30 P.M. at the Middle School Auditorium.
a.  Town Woods Park – Two Year Ground Maintenance Contract
The two-year Town Woods Park ground maintenance contract for the remainder of 2004 and fiscal years 2005 and 2006 will be presented for approval. Ron Tyler of Country Lawn and Garden Landscaping Company Inc based his bid on a calendar year and but will change to a fiscal year basis.  For the period ending June 30, 2004, the cost will be $10,407 and includes mowing, irrigation, weeding, preparation, fertilization, aeration, weed control.  The fees for fiscal years 2005 and 2006 will be $52,053 and $54,912 respectively. Phil Neaton of the Town Woods Park Building Committee will oversee the maintenance operation.  Selectman Sibley recommended that Park & Rec Director Don Bugbee observe so he will understand the needs in the future.  
b.  Lyme Street Reconstruction
The State of Connecticut estimated the town’s contractor will charge $593,600 based on the scope of services of improving the road bed, removing the pavement, building up the road bed where necessary, making the road more narrow, putting in granite curbs and aprons and all other related work on Lyme Street.  The drainage work of setting catch basins and piping will be done by Public Works before the actual reconstruction begins and is estimated to be $90,000.  Other work will be removing and replacing sidewalks where necessary for $70,000, the added cost of granite curbs of $84,000, engineering of $50,000 and a 5% contingency of $44,000. There is State and Federal funding through the State Transportation Improvement Fund, estimated at $474,000. CRERPA has assigned an allocation to Old Lyme for two fiscal years based on 80 percent of the contractor’s estimate. Other sources of funding include local Capital Improvement funds of $109,000 and accumulated town funds of $393,000. First Selectman Griswold requested the Finance Board put this on their agenda for tomorrow.   
Selectman Sibley is interested in installing electronic signage regarding speed, school zone, etc on Lyme Street.   The Selectmen agreed to add to the agenda the approval of the garbage collection contract with Shoreline Sanitation.  Selectwoman Reemsnyder made a motion to accept the resolution for the Special Town Meeting on April 19, 2004 at 7:30 P.M.  Selectman Sibley seconded the motion.  Selectwoman Reemsnyder added the Shoreline Sanitation contract should also be approved at the Special Town Meeting.  All in favor.  SO VOTED.

2.  Adjournment:    
Selectwoman Reemsnyder made a motion to adjourn the meeting at 8:30 A.M.  Selectman Sibley seconded the motion.  SO VOTED.
